Lack of concrete criteria for deciding a major source of depot-maintenance has caused problems in the military budgeting and the maintenance of equipments. In order to establish acceptable criteria, here we designed a method to decide which source mainly perform the depot-maintenance and how to distribute maintenance quantities to multiple maintenance performers. In this study, main research targets are commercial maintenance firms and the military maintenance depot. Diverse factors such as cost, time, and quality of maintenance should be considered for choosing a main performer and quantities of the maintenance. It is noteworthy that these factors were quantified and applied to the method proposed in this study. Moreover, the quantity distribution was adjusted according to policy considerations. Using the established method, total expenses were estimated depending on the factors. As a proof of concept, this research model was compared to previous maintenance records and research models, This study is expected to improve efficiency of military budget execution and the depot maintenance planning.
